教育质量“含金量”:开放大学走向文化自信

从电大到开放大学,实现了从扩大成人高等教育到普及终身教育的价值选择;实现了学历继续教育学位授予权的升级和服务社区教育、社会教育的历史转型。国家开放大学的建设进程,很大程度上取决于文化自觉的程度。电大曾经有过的教育质量"含金量"问题,是开放大学面临的最大挑战,因为这直接关系到人才培养质量,关系到开放大学的核心价值。开放大学的办学理念是"开放、责任、质量、多样化、国际化",办一所有社会责任的、有质量的大学,是开放大学的文化自觉。开放大学深化了电大的文化特征:开放大学以现代教育技术为媒介的课程文化意义,更重要的是带给中国高等继续教育的历史性变革;开放大学系统中的合作共享文化更趋向于共建、共治、共管的平等开放的办学体系模式;开放大学开展"教育扶贫",实施"长征带"教育精准扶贫工程,辐射高校网络教育盲区,更凸显了普惠的社会价值文化。开放大学提升"含金量"的文化建设,重在突出"载道""育人"教育本质,立德树人,倡导"工匠精神"品质追求;打造"宽进严出"文化品牌,严格教育质量底线,建立"以公信力求生存"的生态文化发展观;坚持"四个面向"的办学思想,推进终身教育和学习型社会的文明发展。

The transformation from Radio and TV University to Open University realizes the value choice from the expansion of adult higher education to the widespread of lifelong education, the upgrading of issuing academic degree of continuous education and the historic transformation to serving community and social education. The building process of the Open University of China is highly subject to the degree of cultural consciousness. The biggest challenge for open universities lies in the old problem of'gold content'of the teaching quality in Radio and TV University, which directly affects the quality of talent cultivation and the core value of open universities. The running conception of Open University is 'openness, responsibility, quality, diversification and internationalization', and the cultural consciousness of Open University is to run a university with social responsibility and quality. Open University deepens the cultural features of Radio and TV University in the following aspects: the cultural meaning of courses that taking modern educational technology as the medium brings historic reform to China’s higher continuous education;the cooperative and sharing culture in Open University system tends to form a running mode of equality and openness of themselves, by themselves, and for themselves;with the help of'educational poverty reduction'and'Long March Belt'educational targeted poverty alleviation project, open universities radiate the blind areas in online education of institutes and highlight social value of inclusiveness.
