When Guo Songtao served as an envoy in England and France, he deeply surveyed and reflected western social economy and his economic ideas had some new development which was distinctly characterized by bourgeois economic ideas. He asked to encourage private investment, to promote national capitalist, to transform feudal agriculture economy into modem capitalist economy. He thought that the development of capitalist economy was the base on which to build up the nation.
