香港学者梁美芬2015年在内地出版的《香港基本法:从理论到实践》一书,是一本兼具理论性和实践性的专著。该书以大陆法系与普通法学杂糅的复调叙事方式回顾了香港基本法发展的历史,结合香港回归以来的典型案例展开分析了基本法实施的诸多重大议题,并对香港的政改做了较为客观全面的分析,其著述方式是以理论切入的方式,再以判例法的分析工具和方法对个案予以深化分析,值得成文法写作方式的学者借鉴。

Hong Kong scholar Leung Mei-fen’s Hong Kong Basic Law: From Theory to Practice, published in China's Mainland in 2015, is a monograph of both theoretical and practical nature. The book returns to the history of the development of Hong Kong’s basic law in a complex narrative style of the civil law system and the common law system. It analyzes many important issues concerning the implementation of the basic law in light of the typical cases since the handover of Hong Kong, and makes a more objective and comprehensive analysis of the political reform in Hong Kong. The way of its writing is to cut into the theory. Furthermore, the case law analysis tools and methods are used to deepen the analysis of the case, which is worth learning from the writers of statutory law.
