摘要
持续实施了30多年的普法宣传无论在规模、形式和内容上都可称为中外法制史上的创举。传统中国普法宣传在促进民众守法的结果上对当代中国普法具有积极的借鉴意义。当代普法宣传工作中,政府通过履行目标设计、组织实施和量化考核等角色功能,开阔普法格局、丰富普法内涵、拓展普法外延,但也存在一些需要正视的问题。应当改革、创新、发展的新时代普法宣传工作,积极寻求社会耦合性资源支持,提供有效公共法律服务供给,增强人民的获得感、幸福感和安全感。
The more-than-thirty-years popularization campaign of the idea of 'rule of law' can be regarded as the pioneering work in the history of Chinese and foreign legal system in terms of its scale, form and content. Traditional Chinese popularization of law has a positive reference to the contemporary dissemination of law as it had promoted the law-abiding result among people. As for the contemporary popularization campaign of law, the government has fulfilled the tasks of designing the target, organizing the implementation, and conducting quantitative assessment, which benefit to the broadening of the structure of the popularization work and to the enrichment of its content. However, there still remain some problems. It is necessary to reform and develop the popularization of law in the new era, search for support from social resources and, provide effective supply of public legal services, and enhance people’s sense of acquisition, happiness and security.
