电子工业的现代化问题

Problems of the Modernization of the Electronic Industry:

本文论述了电子工业现代化对工业现代化和国民经济现代化的关系,以信息化带动工业化既是我国新型工业化战略的基本特征,又是推进工业现代化的主导力量。改革开放以来的迅速发展,使电子工业成为各工业行业中现代化程度最高产业类型之一。但中国与发达国家电子工业之间依然存在巨大差距,仅仅依靠开放市场本身的“市场换技术”战略,无法实现中国电子工业的现代化。中国在加入WTO之后,在坚持对外开放和遵循国际贸易规则的同时,应当对电子工业开发新技术实施必要的扶持政策。电子企业要加大R&D投入以发展具有自主知识产权,坚持同时开拓国际市场和国内市场的战略,实现电子工业的可持续发展。

This paper discusses the relation of the modernization of the electronic industry to the modernization of industry and national economy. Industrialization brought along by development of information is both an essential feature of China' s new type of industrialization strategy and the guiding force carrying forward the modernization of industry. Fast growth of the electronic industry since the reform and opening of the Chinese economy, has made it one of the most modernized industries in China. Yet, there is still a huge gap between China' s electronic industry and that of the developed countries. Relying solely on 'bartering the market for technology' through the opening of the market itself is impossible to modernize China's electronic industry. After entering WTO, China, while continuing to open to the outside world and observe the rules of international trade, should implement policies to support the electronic industry to develop new technologies. Electronic enterprises should increase their R&D investment in developing their own intellectual property, give equal attention to development of both the international and the domestic market, to effect sustained development of the electronic industry.
