当前侦查工作非科学化表现及纠治

当前侦查主体貌似强大,但其背后隐藏的却是种种的"不适应",表现出来的是大量案件的无法破获。通过具有一定广度和深度的调查,提出了当前侦查工作的非科学化表现,认为当前侦查工作存在机构零散化、队伍业余化、行为呆板化、信息孤岛化、保障混乱化、电子数据孤立化等非科学化现象。调查研究这一问题的目的在于提醒相关部门、相关人员正视侦查现状,不可被一时的虚假繁荣、强大所迷惑,应正视种种非科学化表现,切实采取措施,踏实进行机制改革,切实开展队伍建设,实实在在地吸纳当代科技成果。通过实现信息技术与侦查的自然融合、主动引入当代科技成果、推进侦查专业化队伍建设、进行机制改革、实现科学的管理等着力纠治当前侦查工作的非科学化。

There are a large number of cases which cannot be cracked. This paper puts forward non-scientific of the current crime investigation through certain investigations. There are several non-scientific phenomena in current investigation, such as scattered institutions, amateur team, stereotypical behavior, isolated information, disordered protection and isolated electronic data. The study of this problem is on the purpose of reminding the relevant departments and relevant personnel of envisaging the investigation situation and non-scientific performance. They must take measures to carry through mechanism reform, carry out team construction and absorb modern scientific achievements instead of confused by false prosperity. At the same time, it is thought that the non-scientific performance of the investigation work can be corrected by mixing the information technology and the investigation, introducing modern scientific achievements, promoting the construction of professional investigation team, reforming mechanism and realizing scientific management.
