高校反恐形势分析与防范对策

Situation Analysis and Prevention Measures of the Anti-terrorism in Colleges

当前全球暴力恐怖活动日趋活跃,暴恐分子及"三股势力"极力向中国高校,特别是少数民族学生群体进行思想渗透,企图在高校内培植力量、建立据点,策划实施恐怖活动,高校面临的恐怖威胁正逐步上升。高校学生思想单纯,同学之间交往联系频繁,一旦接受宗教极端思想,将很快影响多个地区及多所高校。通过总结国外高校已发恐怖案件对中国的示范效应风险评估,分析高校恐怖犯罪活动特点和高校易发恐怖袭击原因,进而提出中国高校反恐怖斗争防范对策,包括全力做好"去极端化"工作,建立健全高校反恐怖防控体系建设,加强高校学生的教育管理工作,强化反恐怖专门机关手段作用。

The current global violent terrorist activities have become increasingly active. The terrorists as well as the 'three forces' attempt to penetrate ideologically in Chinese universities, especially to minority students. They also attempt to build up strength, establish a foothold in universities and even plan the implementation of terrorist activities. The terrorist threat in universities is gradually rising. College Students' ideology is simple and they contact each other frequently. By summarizing the risk assessment of demonstration in foreign universities, the characteristics of criminal activities and the reasons of terrorist attack are analyzed. Moreover, the anti-terrorism countermeasures in Chinese universities are put forward, which including removing extremalization, establishing anti-terrorism prevention and control system, strengthening the education management and intensifying the function of anti-terrorism organs.
