互联网经济犯罪是以互联网为犯罪工具而非犯罪对象、严重危害互联网经济秩序和社会主义市场经济秩序、严重危害群众财产安全的网络新型经济犯罪。打击防范互联网经济犯罪,面临网络立法效力层级较多、内容失衡,网络执法权力分散、治理能力薄弱,网络司法技术不足、规范欠缺,网络法治观念差、举报监督有限等主要问题。打防网络犯罪是一项实现网络空间法治化、安全化的网络社会治理系统工程,要加强网络立法、网络执法、网络司法、全网守法护法,确保互联网经济健康有序发展。

Internet economic crime is a new type of economic crime by using the internet as a criminal tool rather than the object of crime, which seriously endangers the internet economic order, the socialist market economic order and the property security of the masses. There are major problems on combating and preventing that are lower network legislation level of effectiveness, unbalanced content, dispersed network administrative supervision power, weak network governance capacity, insufficient network judicial technology, deficient judicial norms, obsolete network concept of rule by law, limited report and supervision. Combating and preventing cybercrime is a network social governance system engineering to realize the rule of law and securitization in cyberspace, which needs complete innovation, comprehensive implementation of the strategy and solution of problems of all sorts. That is strengthening network legislation, network governance, network law enforcement and the whole network of law-abiding to provide legal guarantee, management capabilities support, technical support and basis of punishment, ideological foundation and social power for combating and preventing cybercrime.
