The Philosophical Implications, Theoretical Dimensions and Practical Values of "Fang-Hui-Ju" Undertaking

"访惠聚"活动是党和政府在新时期的治疆稳疆兴疆重大战略部署,既是对传统的基层治理理论继承、探索和创新,也是对边疆少数民族地区基层治理的大胆尝试和有效实践,为民族地区基层治理提供了"新疆版本",丰富和发展了习近平新时代中国特色社会主义的治理理论体系,具有较好的理论创新价值和实践应用价值。文章从哲学意蕴、理论向度和实践价值三个层面分别对"访惠聚"活动进行理论阐释和制度建构,为自治区党委政府制定和完善新疆社会基层治理体系提供理论借鉴和参考。

"Fang-Hui-Ju"(understand the public's conditions, benefit people and mobilize mass unity) undertaking is a major strategic move of Chinese government in administering Xinjiang in the new era. It carries on the traditional governance of the primary level villages in Xinjiang, and a bold and effective measure in governing the villages in ethnic minority frontiers as well. It enriches and develops the theoretical governance system of socialism with Chinese characteristics by offering a Xinjiang version of village governance in ethnic minority areas. This paper explained philosophical implications, theoretical dimensions and practical values of this undertaking, which will be a theoretical reference to Xinjiang Government in formulating and perfecting the grassroots governance system.
