Strategic Layout of Opening Up Under the New Situation

新形势下,中国正面临对外开放战略布局的重大契机:一方面,世界由单极向多级转变的趋势更加明显,中国国际影响力正在不断提升;另一方面,美国和全球经济复苏所带来的机遇也为中国的发展提供了良好的外部条件。但是,在新一轮的全球平衡中中国也面临着严峻的挑战。一是在认识上存在偏差;二是在理论上准备不足;三是在步骤上相对落后,开放水平相对较低;四是在标准上明显滞后,与国际新规则差距较大。对此,我们提出以下建议:一是打破认识误区,加强宣传教育;二是加强理论研究和技术准备,做好基础梳理工作;三是以加快推进中美BIT谈判为契机,推动服务贸易和投资协定领域标准的提高;四是加快实施更高标准的自由贸易区战略;五是以服务业领域扩大对外开放为突破口,取消限制,推动实质性扩大开放;六是进一步扩大农业对外开放;七是加快人民币资本项目可兑换的进程;八是通过扩大对外开放促进国内改革;九是开放的同时也要注重监管;最后,要以开放的心态进行全球配置,迎接全球化时代。

Under the new situation,China is facing a crucial historic juncture of the strategic layout of opening up.On the one hand,the trend that the world is changing from unipolar to multipolar is more apparent and China’s international influence keeps on rising.However,in the new phase of global balance,China is also faced with severe challenges.1:Existing biases in recognition;2:Lacking of theoretical preparation;3:Lagging in the process of opening up;4:The existence of a big disparity between domestic standards and the new international standards.In this regard,we give the following suggestions.1:Correcting misunderstanding and strengthening public education.2:Enhancing the theoretical study and technical preparation and carrying out basic work.3:Taking the advantage of the BIT negotiations with US to promote the improvement of standards in the field of international service trade and investment agreement.4:Accelerating the strategy of implementing higher standard FTA.5:Expanding opening up starting from the service sector and abolishing restrictions to promote substantive opening up.6:Further expanding the opening up of agriculture.7:Accelerating the process of RMB capital account convertibility.8:Promoting domestic reforms by expanding the opening up.9:Paying attention to supervision in the process of opening up.10:Making global configurations and preparing for the era of globalization with an open mind.
