摘要
我国城镇化潜力巨大,是下一阶段促进经济社会持续发展和深化改革的强大动力和战略选择。推进新型城镇化应重点处理好政府与市场的边界,防止房地产价格上涨过快,切实增加建设用地供给,建立市场化、可持续的融资机制,实现人的城镇化和市民化。为此,建议协调推进以下一揽子配套改革措施:建设用地按土地当量在全国范围内占补平衡,切实增加土地供给;转变保护主义和高度自给的粮食安全观,扩大农业开放;改革财税制度,建立合理的地方政府事权财权体系;对城市政府适度举债建立有效的监督约束机制;充分发挥金融市场的作用;统筹考虑对失地农民的社会保障及公共服务等。
The huge potential of China’s urbanization provides powerful driving force and strategic choices for sustainably promoting economic and social development as well as deepening reform.In the process of new-type urbanization,government’s attention should focus on defining the boundary between government and market,controlling the soaring housing price,substantially increasing the land supply for construction,building up a market-based and sustainable financing system as well as achieving“people-oriented”and“citizenized”urbanization.For these goals,we give suggestions as follow:(1)substantially increasing land supply by maintaining overall agricultural land based on yieldadjusted acreage;(2)moving away from the protectionism and highly self-sufficient food security mentality,opening up the agriculture sector;(3)promoting the reform of fiscal and taxation system for a more efficient and balanced responsibility and revenue-sharing system of local governments;(4)establishing a practical supervision system to allow local governments to borrow sustainably;(5)making full use of the financial system and(6)giving comprehensive consideration for the social security and public service of farmers with land,etc.
