Continental-Sized Fiscal Unions:Lessons for China from the United States and Euro Area

治理中央政府及地区之间的关系不存在普遍适用的模板。中国政府在2013年下半年的十八届三中全会上启动了一系列潜在影响广泛的财政和政府职能改革措施。这是自1994年以来的第一次全面大修,此时中国的经济体量已经是1994年的六倍有余。本文通过一个不甚严格的比较分析框架来探究欧元区和美国这样发达洲级经济体中中央和各级政府的财政和职能关系,希望能为今天的中国提供借鉴。

Abstract:No universally applicable template exists for governing relations between central governments and their regions.The Chinese government at the Third Plenum in late 2013 initiated a set of potentially wide-ranging fiscal and governmental task reforms in China,representing the first such overhaul since 1994 when the Chinese economy was less than one sixth of its current size.This paper will in a loosely comparative analysis framework investigate whether fiscal and government relations between the center and lower levels of government in the advanced continental-size economies n the euro area and the United States offer any relevant insights for China’s leaders today.
