PPP模式的兴起与发展,恰恰针对公有化和私有化两种方式的缺点、难点而来,PPP模式既能够充分发挥市场在资源配置中的决定性作用,又能更好地发挥政府作用,最终提升公共服务的供给质量和效率。从国内实际看,政府和社会资本的合作需要公平竞争的市场环境和重诺履约的法治环境,对政府治理水平提出更高的要求。因此,我们需要构建有利于PPP模式发展的机制和制度。

The rise and development of public private partnership are aimed at the weaknesses of public ownership and private ownership.Public private partnership can not only let market play a decisive role in allocating resources,but also allow government to play its proper role.The final target is to improve quality and efficiency of public service.Considering China’s reality,we need to construct a fair playing ground and better rule of law.We also need to improve government governance.
