Supply-side Reform: Review and Prospect

自2015年底提出'三去一降一补'的概念之后,供给侧改革已经进行了两年。供给侧改革对经济带来正面作用是毋庸置疑的,但也带来了一些负面影响。比如,去产能带来中上游部分行业的集中度提升不一定带来盈利的增长,反而可能形成垄断。展望未来,供给侧改革仍将继续推进,但着力点会有一定的变化。我们建议,回归供给侧改革的本源,提高供给制度的质量和效率。

The supply-side reform has been going on for two years since the idea was proposed at the end of 2015.The positive effect of supply-side reform on the economy is undeniable,but it also has some negative effects.For example,although cutting capacity policy increases concentration ratio of some upstream and midstream industries,it does not necessarily lead to profit growth,but may create monopoly.Looking ahead,supply-side reform will continue,but there will be some changes.We propose to return to the source of supply-side reform and to improve the quality and efficiency of the supply system.
