党的十九大提出"不断提高党的建设质量",标志着党中央质量强党战略新思维的形成,体现了认识党员数量和质量关系的思想升华,为推进新时代党的建设指明了方向。质量强党是新时代谋求强起来的必然要求,理解党的建设战略新思维的深刻涵义,必须清醒认识建设伟大工程面临的严峻挑战。质量强党必须将"过得硬"原则落实到党的建设各个方面、贯穿于全面从严治党的全过程,必须将"过得硬"原则具体化为勇于自我革命的精神。质量强党必须坚持以党的政治建设为统领。把党的政治建设摆在首位,旨在达成全党思想统一、行动一致的目的 ;旨在严密党的组织体系、坚持和加强党的全面领导;旨在严肃党内政治生活、净化党内政治生态;旨在提升党的组织力,强化党组织政治功能。

The 19th National Congress of the CPC requires us to 'improve the efficacy of Party building',which marks the formation of the CPC Central Committee’s strategic thinking for Party building,pointing to the right direction of Party building in the New Era :the efficacy of the Party being more important the mere great number of Party members.To understand the significance of this point requires us to be fully aware of the serious challenges confronting our great task of Party building.In the process of improving the efficacy,we must always apply 'vigorous discipline' to ensure strict governance over the Party,and must transform this 'vigorous discipline' into our courage and spirit for a self-revolution.Meanwhile,we must focus on politics to unite the Party,to stick to the Party’s comprehensive leadership,to improve the Party’s political ecosystem,and to strengthen the political function of Party organizations at all levels.
