全产业链布局推进中国棉花提质增效及提升国际竞争力

China's Cotton Industry Through Construction of the Whole Industrial Chain:Improving Quality and Performance and Enhancing International Competitiveness

棉花产业在中国国民经济中占有十分重要的地位。然而,国内棉花产业大而不强,高品质棉花严重缺乏,不能满足纺织企业生产高端产品的需求。推进棉花"由量向质"转型,是全面提升其竞争力、保障国家棉花产业健康稳定发展的必经之路。笔者分析了国内棉花品质差的主要原因,阐明了进行棉花全产业链布局,发展订单生产、规模化种植是发展高品质棉花的有效途径,同时,成立生产链发展基金及CCIA棉花交易市场,确保订单生产的有效运行和实施。

Cotton industry plays an important role in China’s economy. However, China’s cotton industry is large but not strong, and the lack of high-quality cotton cannot meet the needs of textile enterprises to produce high-end products. We should promote the transformation of cotton industry from quantity to quality to improve its global competitiveness. The authors analyzed the main reasons for the low quality of cotton in China, and expounded that the construction of whole industrial chain, the development of order production and large-scale planting were the effective ways to develop high-quality cotton. Moreover, the production chain development fund and CCIA cotton trading market should be established to ensure the effective operation and implementation of order production.
