中国农业绿色发展财政扶持政策创设研究

Research on the Fiscal Support Policy for Agricultural Green Development in China

中国农业发展面临资源约束趋紧、面源污染严重、生态系统退化等严峻挑战,如何通过体制机制创新促进中国农业绿色发展转型是亟需解决的问题。本文在回顾中国农业绿色发展财政扶持政策演进历程的基础上,系统梳理现行农业绿色发展财政扶持政策框架,从投入机制、补贴机制、管理体制等方面深入剖析现行财政扶持政策存在的问题,针对性地提出完善农业绿色发展财政扶持政策体系的对策建议。

Agricultural development in China is confronted with severe challenges such as tightening resource constraints,serious non-point source pollution and ecosystem degradation and so on.How to promote agricultural green development through system and mechanism innovation is an urgent problem to be solved.Based on the review of the evolution process of the fiscal policies for agricultural green development,the paper presented the framework of fiscal support policy for agricultural green development,analyzed the problems of current fiscal support policies such as deficiency of investment mechanism,subsidy mechanism and management system,and put forward countermeasures to improve the fiscal policies for agricultural green development.
