新时期农业技术推广研究员职称工作探析

The Professional Title Evaluation of Agricultural Technology Extension Researchers in the New Period

根据国家有关政策精神,从1992年起农业系列职称增设了农业技术推广研究员(以下简称农业推广研究员),意义重大。笔者从数量、行业、区域、专业等方面对农业推广研究员情况进行了科学分析。研究发现,农业推广研究员等结合国家需要和各地农业生产实际,积极转化推广科技成果,培养基层农技推广队伍,普及农业新知识、新技术、新成果,为农业增产增效、农民增收做出了贡献。同时,也发现农业推广研究员存在数量少、专业分布不匀、地区间不平衡等问题,对此提出了农业推广研究员评审权限下放、拓宽评审范围、完善评价标准、创新评价方式方法等相应的对策建议。

According to relevant national policies,the professional title of agricultural technology extension researcher has been enrolled in the list of agricultural professional titles since 1992.The authors analyze of the situation of agricultural extension researchers from the aspects of quantity,industry,region and specialty,and find that agricultural extension researchers could take into consideration of the national needs and local agricultural production practices,actively transform and promote the scientific and technological achievements,cultivate grassroots agricultural extension workers,popularize new knowledge,new technologies and new achievements of agriculture,and contribute to the increase of agricultural production and efficiency as well as farmers’income.At the same time,there are still problems concerning agricultural technology extension researchers,such as insufficient number and uneven distribution in specialties and regions.Corresponding countermeasures are put forward,including decentralizing the professional title evaluation authority of agricultural technology extension researchers,broadening the evaluation scope,improving the evaluation standards,and innovating the evaluation ways.
