我国基层公务员的心理障碍及其心灵治理 被引量:13

A Study of Psychological Disorders and Mentality Governance of Grassroots Civil Servants in China

摘要 近年来,中国政府开启了多重影响公务员自身利益的改革,基层公务员在这些改革中不但承受了利益调整的压力,更肩负着事务与效率倍增的使命。研究基层公务员在这一转型期的心理和行为是否出现偏颇,对于稳定基层公务员队伍、提高基层治理水平,实现整个国家的治理能力现代化具有重大意义。基于一手数据研究发现,五成以上公务员具有轻到中度及以上心理障碍,转型期大环境引致的环境压力、工作压力、发展压力、个体素质、权威类型等对基层公务员心理障碍产生不同程度的影响。因此,应引入心灵治理理念,从行政文化干预入手,促进基层公务员行政心理与社会行政环境系统的良性互动、锻造心理健康的基层公务员队伍。 In recent years,the Chinese government has launched broad reforms that affect the personal interests of civil servants,such as institutional setting,department staffing,official vehicles,welfare and transparent remuneration.As the'nerve endings'in the administrative system,grassroots civil servants not only bear the pressure of interest adjustments in these reforms,but also shoulder the responsibility of doubling efficiency of public services.Hence,it is of great significance to study whether the psychology and behavior of grassroots civil servants in this transitional period are biased against stabilizing grassroots civil servants,improving the standard of grassroots governance,and modernizing the governance capacity of the country.Our research based on first-hand data finds that more than 50%of civil servants have psychological disorders of varying degrees,and that the environmental pressure arising from the transitional period,work pressure,development pressure,individual qualities and type of authority all affect the psychological disorders of grassroots civil servants to varying degrees.Therefore,this paper recommends introducing the'mentality governance'concept based on the method of administrative culture intervention,promoting the benign interaction between the administrative psychology of grassroots civil servants and the social environment system,and ultimately forging a solid mentally healthy civil servant team at the grassroots level.
