Professor Pan Mao-yuan,the founder of higher education researches and disciplines in China,makes a positive contribution to the theoretical researches and policy practice of Chinese higher vocational education. In his thoughts on higher vocational education,he firstly demonstrates the vital role and effects of higher vocational education and regards higher vocational education as one of the two pillars of Chinese higher education popularization; secondly, he reveals the key issues of higher vocational education development and holds that the management system,enrollment and employment system,the investment and tuition system of higher vocational education should be reformed to break the traditional bondage; thirdly,he proactively puts forward that an independent system should be built and issues like further studies for higher academic degrees,multi-level education and connections to other education systems should be paid more attention to. Thoughts of Professor Pan Mao-yuan on higher vocational education has been an important source of Chinese higher vocational education theories and thoughts,and they played an important role in the reform and development of Chinese higher vocational education.
