增减挂钩项目中的农户应答及其影响因素研究——以重庆市九龙坡区为例

On Farmer Desire and Influence Factors in project of Increase and Decrease Connection——A Case Study on Jiulongpo District of Chongqing

以农户在城乡建设用地增减挂钩项目实施活动中的应答意愿及诉求提炼为桥梁,深入剖析影响该意愿的主要因素,探求在城乡建设用地增减挂钩项目实施过程中调动农户积极性的有效方法和途径.主要采用参与式农村调查评估方法和Logistic二元回归分析法.研究区农户在城乡建设用地增减挂钩项目实施中的应答意愿的主要影响因素有外出务工人数、需抚养的老幼人数、宅基地主要功能、年人均收入、交通便捷度等,研究表明城乡建设用地增减挂钩项目实施中农户应答行为受到内部和外部因素的共同作用,并且分为正向和负向两种作用.提出了调动农户在城乡建设用地增减挂钩项目实施中积极性的措施,即合理引导农户外出务工、完善农户参与增减挂钩项目的相关保障、充分发挥政府职能、加强农户相关政策宣传.

The purpose of this research is to analyze farmer desire of increase and decrease connection in ur-ban and rural construction land,to find the influence factors,and to explore the way to mobilize farmers’ enthusiasm of the increase and decrease connection in urban and rural construction proj ect.Participatory Rural Appraisal (PRA)and binary Logistic regression analysis have been used for the study.Results show that these factors have a significant influence on Jiulongpo District farmer’s desire to increase and decrease connection in urban and rural construction land,including the number of migrant workers,the main func-tion of the homestead,the number of the raising old and young people,traffic convenient degree,per capi-ta income and so on.It is concluded that the study found that farmer desire of increase and decrease con-nection in urban and rural construction land is influenced by both the external and internal factors,inclu-ding both positive and negative impact.And then propose positive measures to mobilize farmers’enthusi-asm of the increase and decrease connection in urban and rural construction proj ect farmers.That is a rea-sonable guide on farmers to migrant workers,improving the related security on farmers participation, leading the government full play its functions,strengthening farmers ideological education.
