摘要
本文以德国2002年出台的教育论坛“十二条教改建议”为文本,试图揭示当前德国正在推进的新一轮基础教育改革的主导思想和行动策略。德国基础教育的改革理论是:促进而不是筛选;开放而不是封闭;调控而不是管束。其行为策略是:发挥幼儿园教育功能;发展全日制学校;提高移民德语水平以及构建教育质量评估体系。
The Forum Bildung in Germany has elaborated recommendation for reforming education in January , 2002. Based on a research recommendation of the Forum Bildung, the article finds out the leading idea and strategy of educational reform. The former is to provide individual support, open condition of learning and more freedom to education institution. The latter is to bring educational function of Kindergarten into playing, to expand the full - day schools, to improve German level of emigrants and to construct the evaluating system of educational quality.
