摘要
系统哲学的基本规律和原理揭示,通过构建各子系统间物质、能量、信息不断交换的方式,实现大系统的整体动态优化,从而产生系统风险的规避系统。煤层气产业发展是一个复杂的系统工程,根据整体管理论法则,煤层气产业的系统风险管理应包括:资源系统风险、经济系统风险、技术系统风险、经营管理系统风险。并通过各子系统风险的识别,进行整体规避和防控。
Fundamental rules and principles of systems philosophy reveal that by constructing constant exchanges of materials,energy and information among subsystems,the holism dynamic optimization can be achieved,generating an avoidance system against systematic risk. The development of Coalbed Gas industry is a complicated system engineering,which consists of a series of subsystems. The systematic risk of Coalbed Gas industry mainly includes: resource system risk,economic system risk,technology system risk,and operation and management system risk. The systematic risk of Coalbed Gas industry is prevented and controlled through identification and avoidance of the risks in each subsystem.
