党的十八大以来,以习近平同志为总书记的党中央准确把握中国经济社会发展的阶段性特征,站在中华民族伟大复兴的高度,精心谋划,统筹施策,开创了改革与法治两翼齐飞的新局面,迎来了各方面工作的新常态。为了更好地理解和把握习近平同志提出"新常态"这一重大理论概念所蕴含的思维遵循和战略要义,本文提出经济新常态是"牵一发而动全身"的领域和环节,而广义新常态则是"既依据过去又着眼未来"的战略决策,也是"增速放缓成果惠及民众"的全面改革。

Since after the18 th National Congress of the Communist Party of China,chairman Xi and our Party correctly seized the phase trait of today's Chinese economy,making careful planning and strategy on the basic of the great rejuvenation of the Chinese nation,to reshape our reformation and legal system,ushered in the new normal. For better understanding the concept and strategy of the significant theory of 'new normal'said by chairman XI,this essay is written to explain the area and concept of new economy normal which is a phenomenon that a slight move in one part may affect the situation as a whole.While in its broad sense,the new normal is a strategy on the basic of both the pass and future,and a comprehensive reform to lower the increasing speed but benefit more people.
