我国科技人才评价的问题与制度建设——以科技人才生态位为坐标

On the Problems and System Construction of Scientific and Technological Talent Evaluation in China——As the coordinate of Scientific and Technological Talent Niche

科技人才生态位是指科技人才在学科、专业、行业共同体生态系统中具有的地位、功能、作用和生成的价值,客观全面地反映了科技人才的多样性及其综合素质。从这个意义上说,科技人才评价主要是评价科技人才在其生态位中的表现和作为,科学公正合理的科技人才评价必须以科技人才生态位为坐标。为了解决我国一些部门违背科技人才生态位坐标的科技人才评价问题,需要以科技人才生态位为坐标,在评价原则、评价标准、评价机制、评价机构等方面加强制度建设。

The niche of science and technology talents embodies the status,function,effect and generated value for the scientific and technological talents in the scientific community,which objectively and comprehensively reflects the diversity and comprehensive quality of science and technology talents. Therefore,the evaluation of science and technology talents mainly evaluates their ecological niche to ensure scientific,objective and fair. In order to solve problems of talent evaluation in China,same principles,standards and methods are discussed to evaluate science and technology talents as the coordinate of the science and technology talent niche.
