摘要
从深化行政审批改革入手的"放管服"改革,是我国国家治理现代化中政府管理创新的"先手棋"和"重头戏"。当前地方政府的改革在"放"的方面有较大的突破,但却面临着如何在"放"的基础上做好"管服"的挑战。导致挑战的原因在于政策执行环境存在制约因素,行政权力结构调整滞后,政策执行信息传递效率不高,执行人员的素质能力、激励方式和执行资源有待完善。必须从国家治理现代化的要求出发,基于整体性治理的理念和要求进行积极应对。
In contemporary national governance, the reforms of 'streamlining government administration, delegating powers, and improving regulation and service', starting itself from deepening the reform of requirement on government review, are first priority for the innovation of government management. While the reforms of local government have achieved a lot in streamlining government administration and delegating powers, challenges still exist in improving regulation and services. Reasons to challenges are as follows: the environment for policy implementation is not favorable;the structural adjustment of administrative power lags;the information of policy implementation is not passed on efficiently;the operating officers in policy implementation are not qualified;and their ways of policy implementation are not correct and their resources are limited. So, based on the need for the modernization of national governance, and the ideas of holistic governance, we must respond to it actively and positively.
