中国开展海外能源合作是保障中国能源安全的重要环节。进入21世纪,中国在提升自身海外能源合作能力方面有了较大转变。总体而言,以提升能源合作的结构化影响力为主要方向,以改变能源合作关系中的结构性制衡为重要手段,以全面提升中国参与全球能源变革的综合实力为核心目标,具体包括:首先,对能源领域中集合资源禀赋与技术禀赋的"能源分配主体",积极推广中国倡导的"能源关系结构",进而实现对国家能源外交行为的正面塑造。同时,对有能力干预国际能源合作进程的制度性"能源约束主体",扩展完善中国构筑的"能源制度结构",进而降低关于"合作信号"的误读,保障合作周期的连续性。最后,量化宽松能源资本结算市场中的"能源交易主体",正视人民币石油期货的交易载体属性,推动搭建灵活的"能源结算结构",为中国海外能源合作营造良好外部环境,进一步为提升国家参与全球能源变革的综合实力进行合理"加持"。

China’s overseas energy cooperation is an important part of China’s energy security. In the era of 21 st century, China has made great changes in its responsibility to enhance overseas energy cooperation. To sum up, the main direction is to enhance the structural influence of energy cooperation, the important means is to change the structural balance in the energy cooperation as well as the heart of the goal is to comprehensively cement China’s comprehensive strength in global energy reform. It includes: firstly, 'the subject of energy distribution' in the field of energy resources and technology endowment, actively promoting China’s advocacy of 'the energy relationship structure', shaping the country’s energy diplomacy behavior positively. Meanwhile, 'the subject of energy constraints' for which have the ability to intervene in the international energy cooperation process, improving the system of China’s 'energy construction structure' and reduce misreading of the cooperative signal, ensuring the continuity of the cooperation.Finally, 'the subject of energy trading' should be quantitatively easing in the energy capital settlement market, facing up to the RMB oil futures trading carrier attributes, promoting to build flexibly 'the energy settlement structure' which creating a favorable external environment for China’s overseas energy cooperation and further strengthen the country’s overall strength in global energy reform.
