腐败是当今社会的毒瘤,公共权力的性质客观上决定了不受监督的权力必然导致腐败。在权力的监督中,群众的监督权力是衡量监督权力大小的一个重要尺度,而现实生活中人民群众的监督权并没有得到有效的行使,根本原因就在于群众的监督是缺乏权力的监督。没有知情权、人身安全权、批评权等作保证的监督权是不可能起到应有的监督作用的。

Corruption is the cancer of present society, and the natures of public power decide objectively that the power not supervised will cause corruption inevitably. In the power supervised, public supervision is an important dimensions measuring the power size, but public supervision doesn't perform efficiently in realistic life, the basic reason of which lies in public supervision is a supervise lacking the power. The supervision power, which has not the right to know the facts, the right with human body safe, and the criticism right etc as its guarantor, is impossible to rise the function that should have.
