Developing Human Resource to Form the New Competitive Advantages of State-owned Enterprise

摘要  加入WTO后,国有企业原有的资金、财务成本、市场与价格"四大优势"都将不复存在,但得天独厚的劳动力资源为国有企业形成新优势提供了禀赋条件,完全可以通过加快人力资源开发将资源优势变成竞争胜势。为此,需要建立人力资源开发的"退出、培训、合作"三大机制。 After joining WTO, the 'four big advantages' which state-owned enterprise owned in the past, involving capital, financial cost, market and price, will no more exist. But the exceptional advantages in resource of labor force have offered good conditions for state-owned enterprise, we can form competitive advantages through accelerating development of human resource. Therefore, we need establish the three systems of the development of human resource: 'quit, training, and cooperation'.
