列举了陕西民办高校快速发展的各项数据和陕西采取的五项措施 ;阐述了民办高校快速发展的动因和对促进高等教育改革、盘活高教资源 ,加快高教大众化进程、培养急需人才、促进经济发展、稳定社会秩序等方面的重要作用 ;提出应在净化办学外部环境、提高办学质量和效益、探索办学模式、落实政策、调动各界办学积极性等方面加大力度 ;预测陕西民办高校将实现持续、健康、快速发展 ,一批在全国具有较高知名度的龙头学校将相继出现。

This article lists the statistics to show the rapid development of Shaanxi's private university education and the five measures the province has taken.It analyses the reasons for the rapid development of private universities and the important functions for promoting higher education and activating higher educational resources,quickening the processes of higher education popularization,cultivating the urgently needed personnel, promoting economic development and stabilizing social order.It suggests that greater efforts be made in purifying the outer environment,raising the school-running quality and effciency,exploring school-running model,carrying to the letter the related policies and mobilizing the initiatives of people of all circles in running schools. The article then predictes that Shaanxi's private universitiess will have sustainable, and swift development, and therefore there will emerge a number of leading universities that enjoy high prestige in the country.
