"政治为体、新闻为用"的模式贯穿于中国近代新闻传播史。此种模式在早期的反映便是清廷官办《时务报》。从官方与《时务报》的关系来看,光绪帝及其帝党和维新派人士一直致力利用《时务报》为维新造势,梁汪之争使《时务报》的主导权落入汪康年手中。康有为为取得《时务报》的主导权,采取官办的措施。由于孙家鼐的作梗,使这一计划夭折。此外,张之洞对《时务报》的态度也影响了《时务报》的发展。戊戌维新的失败意味着"政治为体、新闻为用"的模式在中国早期新闻史发展的不成熟。

The pattern of 'the Politics is Essential and the Journalist is Need' throughout the history of Chinese Journalism.The pattern is reflected in the early Qing Government run 'Shi Wu Bao'.From the relationship between the officials and 'Shi Wu Bao',Guangxu,emperor party and reformers had been committed to the use of 'Shi Wu Bao' for the reform movement.However,the debate between Liang Qichao and Wang Kangnian made 'Shi Wu Bao' fall into the hands of Wang Kangnian.To possessed 'Shi Wu Bao',Kang Youwei turned to 'government owned',but this plan was interrupted by Sun Jianai.In addition,the attitude of Zhang Zhidong affected the development of 'Shi Wu Bao'.The failure of 'Reform Movement of 1898' marked that 'the Politics is Essential and the Journalist is Need' was immature in the history of early journalism.
