摘要
河南省是人口大省,人力资源很丰富,但要把人力资源转化为人力资本并非易事。近年来河南省人力资源的开发取得了很大的进步,但也存在一些突出的问题,比如人才资源相对贫乏,人才引进困难,人力资源结构不合理,人力资源没有实现优化配置等。要解决上述问题,需要充分发挥市场资源配置和政府宏观调控的优势,重视教育,加快人才引进,增加人力资本存量。
Henan province has a large population,human resources are very rich,but to change human resources into human capitalis is not an easy task,in recent years,the human resources exploitation in Henan province has made great progress,but there are some outstanding issues,for example,the human resources is relatively poor,talent introduction is difficult,the structure of human resource is irrational,the human resources have not achieved the optimized disposition and so on,to solve the problems,we will give full play to the advantages of market allocation of resources and the government's macroeconomic regulation and control、pay attention to the education and speed up the introduction of talent,accelerate the development of human resources in henan province.
