抽签与民主:释放对民主理念实现方式的想象力

Sortition and Democracy: Exploring the Methods to Realize Democratic Ideas

如果摆脱20世纪以来流行的'民主''共和'观念,回到民主、共和的本源,在政治中运用随机抽签实际上是很有道理的、经过深思熟虑的、有助于实现民主和共和理念。在现代世界,对诊治漏洞百出的西式代议民主,重新启用抽签恐怕不啻为一剂良药。本文不是为了证明,抽签是实现民主理念的唯一正确方式;也不是为了证明,选举一无是处。在不同的时代、不同的历史文化背景下,实现民主理念也许可以采取很多种,甚至无数种方式,根本不存在某种唯一正确的方式,选举不是,抽签也不是。推进民主应该多轮驱动,不应单轮驱动。如果这有助于释放大家对民主理念实现方式的想象力,我们的目的就达到了。

When we can be released from the conceptions of democracy and republic prevailing since the 20 th Century,we’d better review the origin of these two conceptions.Then,we will find that lottery in political decisions is well-grounded,deliberate and conducive to realize democracy.To apply lottery again seems to be applicable to make up the vulnerability of modern western representative democracy.This paper neither tends to prove that sortition is the only correct method to realize democratic ideas,nor demonstrate that election is completely bad.We can adopt many or even myriad methods to realize democratic ideas under different historical and cultural background and in different eras.Thus,there is no only right method-neither election nor sortition.We should adopt various methods to promote democracy,not solely depend on sole one.The purpose of this paper is to release the imagination of methods of democracy.
