简论党的制度建设

On the establishment of the Party system

我们在强调全党同志要以"三个代表"的要求来规范和审视自己的行动的同时,更要注重党的组织制度和工作制度的建设。严密、严格、科学的制度,是全党坚持"三个代表"的重要保证。加强党的制度建设应采取如下措施:一、要改革和健全有关制度;二、制度落实要坚持规范化、程序化;三、要改进和完善监督体系。

Whereas it is often stressed that we the Party members should act in the light of the Three Representations, it is actually more important to establish the organizational and working systems of our Party. This paper intends to propose that only with the confidential, strict, and scientific systems may ensure all the Party members to adhere to the Three Representations. Specifically, we may depend upon the following measures: 1. reform and perfect the relative systems; 2. carry out the reforms in strict accordance to the criteria and procedures; 3. reform and improve the monitoring systems.
