摘要
最近,我应贝宁人民共和国总统克雷库的邀请,到贝宁讲学。讲学期间就贝宁的经济情况作了一些了解。由于停留时间短,许多问题来不及了解,而且缺乏资料,特别是统计资料(有些统计数字各人说法不一),只能谈一些粗浅印象和感想,仅供有兴趣的同志参考。
As there is not, to this day, a dual economic structure of traditional sector(agriculture) and modern sector (industry) in Benin, the western theory ofdual economic structure is not fit for it; nor the basic argument that thereexists a large number of surplus labour in Benin's agriculture and it has a zeroeven negative marginal labour productivity is suitable. The national economic development policy of Benin Revolution Partywhich regards agriculture as a basis and industry as dynamics would work onthe whole. In choice of its economic development strategy, Benin shouldgive priority to agriculture, next to agricultural products processing industries,then to some mining industries as well as repairing and manufacturing indu-stries serving agriculture and agricultural products processing industries,meanwhile in the wake of the development of these sectors, the state mightimprove the conditions of transportation and communication correspondingly. Now Benin is being at a moment of seeking a way for reforming its eco-nomic system. The emerging problems of Benin's economy are worth studyingand of considerable value as a reference for our four modernizations.
