To work out a middle period development plan so as to influence theprocess of economic development is an important measure of state interven-tions. This kind of measure is different from some particular arrangementswhich the state adopts in the fields of currency, tax, price and wage, formiddle period plan stipulates the general principles and policies in economicprogress. Middle period plan also differs with any short term or yearlyemergency or transition plans which usually providing some general guidingprinciples and general economic policies too, for it always lays downmiddle-long term development aims and fundamental policies, and emphasizesthat the ways of deciding development orientation and solving existingproblems must be viewed from strategic perspective, thus embodyingsome important demensions of economic development of a state in a certainperiod. It is the objective necessity of the economic development of theMiddle Eastern countries and the third world countries as a whole that middleperiod plan exists and grows.
