On Strategic Importance of Military Personnel of High Quality

加强我军现代化建设，赢得未来高技术条件下局部战争的胜利，关键在于培养和造就大批高素质军事人才，这对于我军实现“两个根本性转变”具有十分重要的战略地位。本文着重探讨了３个基本问题：高素质军事人才是建军、治军、强军之本；是实现“两个根本性转变”的根本保证；是推动我军现代化建设进程的决定因素。

Enhancing modernization of Chinese army and winning inpartial wars with advanced technology in the future lie in training and bringing up qualified military personnel of high quality, which places an important part in realizing two changes of fundamental im- portance. In this article,three points are discussed:qualified military personnel of high quality is the foundation of army building, managing and strengthening; and the assurance of realiza- tion of 'two changes of fundamental importance';and the decisive factor in advancing Chi- nese army's modernization.
