摘要
美国烟草控制运动中产业去正常化的历史经历表明,产业去正常化策略的实施会给烟草产业及相关组织带来组织污名,其根源来自对烟草产品这一产业核心特征所形成的价值观冲突,这种污名影响无法通过经济绩效或相应的策略行为消除,给产业发展造成持久挑战。专卖制度是支撑中国烟草产业整体经济绩效的核心,以专卖制度为基础,推进中国烟草产业监管机制的改革,有助于实现有效烟草控制的政策目标。
The industry de-normalization trajectory in American tobacco control movement showed that industry de-normalization strategies could cause tobacco industry facing the pressure of organizational stigma. This stigma arises from conflicts of core values on tobacco products, which couldn’t be countered by economic performance or strategic behaviors and could pose a constant challenge. However, tobacco monopoly institution is the truly core interest of tobacco industry in China, which means the reform of tobacco regulation mechanism based on monopoly institution could promote tobacco control.
