我国托育服务管理职责体系建设——兼论托育服务行政主管部门的确立

The Construction on the Responsibility System of Childcare in China——the Establishment of the Administrative Department of Childcare

西方主要国家托育服务行政管理职责体系大致归结为四种运行机制各不相同的模式。从我国托育服务行政管理的历史和现实来看,由教育部门或由卫生健康部门单独牵头的托育服务行政管理职责体系利弊参半。有鉴于此,建议在借鉴西方国家经验模式的基础上,充分结合我国的实际情况,在制度层面上确立地方基层政府作为托育服务行政管理的主导者和责任者,实现我国托育服务行政管理职责体系由传统的"业务部门主管"到"地方基层政府主导"的转型。

The responsibilities system of the childcare in the Western countries is roughly attributed to four different modes by operation. Based on the history and reality of the administrative management, the responsibility system of the childcare in China operated by the Education department or the Health department alone has mixed advantages and disadvantages. On the basis of the experience and lessons of Western countries, the actual situation of China’s childcare development should be fully integrated. It is suggested that the local government should be the leader and responsible entity of the administrative management of the childcare at the institutional level that transforming the responsibility system of childcare from ‘line management’ to ‘local government domination’.
