摘要
2013年11月29日,浙江省委十三届四中全会提出"五水共治"这一项重大战略政策,旨在全面改善浙江省的水环境。回顾战略发展的过程,浙江省人民政府遵循协同理念治水,创新运用"五位一体"协同水管理模式、"河长制"与多样化的公众参与途径,5年治理取得显著成效。然而治水模式在推行过程中仍然暴露出一些问题,为进一步实现至2020年水坏境初步质变目标,需要更长效的合作管理机制,更加完善的协同治水体系。基于此,本文将依据5年来"五水共治"行动的进展情况,基于协同治理的理论视角,深入分析浙江省委省政府在治水行动中的创新治理经验,指出现行治理模式背后存在的更深层次问题,并提出未来协同治水模式的改进方向。
On November 29, 2013, the fourth plenary session of the 13th central committee of Zhejiang provincial committee put forward a major strategic policy of 'five water co-governance', aiming at comprehensively improving the water environment in Zhejiang province. In retrospect of the process of strategic development, the people’s government of Zhejiang province followed the concept of water management with synergy, innovatively applied the 'five-in-one' collaborative water management model, the 'river chief system' and diversified ways of public participation, and five years of governance achieved remarkable results. However, many problems are still exposed during the implementation of the water treatment model. To further realize the initial qualitative change of the water environment by 2020, a more long-term collaborative management mechanism and a more perfect collaborative water treatment model are needed. Based on this, this paper will be based on 'five water co-governance' in five years the progress of action, based on the collaborative governance theory perspective, in-depth analysis of Zhejiang provincial government in the water treatment action of innovation management experience, points out that the current management mode are behind the deeper problem, and summarize the future improvement direction of the water treatment model together.
