我国社区基金会运行的实践与思考——基于L社区基金会的案例研究

中央政策层面对社区基金会这一我国改革开放和社会治理实践中出现的新兴社会组织给予了充分肯定。如何从我国实际情况出发,有效拓宽社区基金会生存与发展空间,真正发挥其聚集社区资源、解决社区问题、创新社会治理等方面的作用值得深入研究。针对当前我国社区基金会运行中的制度、资金、人才、运行、结构等实践问题,应创新资金来源、公开资金管理,依法依规、因地制宜根据本区域的实际情况制定相关政策法规,有序引导居民参与社区基金会的建设和管理,以社区基金会为支撑平台激活社区社会组织,积极探索构建共建共治共享的社会治理新格局。

Central policy has fully affirmed the community foundations, which are the emerging social organizations that emerged in China’s reform and opening up and social governance practices. How to broaden the space for the survival and development of community foundations effectively proceeding from the actual situation of China, and truly play its role in gathering community resources, solving community problems, and innovating social governance is worthy of in-depth practical research. In view of the current practical issues such as the system, capital,talents, operation, structure and other in the operation of China’s community foundations, we should innovate the source of funds and transparent public fund management, and formulate relevant policies and regulations according to the actual conditions of the region in accordance with the law and local conditions. In the top-level design,the community foundation will give full play to strengthening and innovating social governance, orderly guiding residents to participate in the construction and management of community foundations, and activate community social organizations through community foundations as support platforms, actively exploring and constructing joint construction of mutual building, governing and sharing in practice.
