Research on Establishing and Perfecting New Patterns of Guiding Strategies to the Public Opinions on Emergent Events

在政务公开和新媒体快速发展的背景下,做好突发事件舆情回应是现代政府应急管理的重要组成部分,也是政府提升治理能力的内在要求。从近年来对一些突发事件的处理情况看,政府和有关部门对舆情回应工作还存在机制不健全、媒体素养缺乏、能力不足等问题。应建立和完善新时代突发事件舆论引导策略新格局,依托大平台,发挥政务新媒体力量;建立和完善舆情发布、引导工作机制;把握"三个度",提高政务舆情回应有效性;加强培训和锻炼,提高与媒体打交道的能力。

Under the context of openness in Government Affairs and the rapid development of new media, making proper responses to the public opinions of the emergencies is the main component of emergency management given by a modern government, as well as the inherent requirement to improve governance capacity. By analyzing some emergencies in recent years, the study has revealed the problems such as unsound mechanism in Government Affairs, the officials’ lack of media literacy and insufficient capacity reflected in several local governments’ reactions to the public opinions of the emergencies. Therefore, the following are proposed: to establish and improve new patterns of guiding strategies to the public opinions on emergent events to give full paly to the power of new media based on the big platform of Internet in government affairs;to reform and improve the mechanism on publishing and guiding the public opinions on emergent events;to follow ‘The Three Principles’ to increase governments’ effectiveness and efficiency in response to public opinions of emergent incidents;to enhance training of the governmental officials to upgrade their professional practice abilities to deal with medias.
