“One seal for administrative approval”: The second-round reform practice of administrative approval system in Yinchuan

银川以"审管分离"设立行政审批服务局,开展了两轮行政审批制度改革,提升行政审批效能。二轮改革聚焦企业开办和项目报批两个全生命周期,着力破解企业注册准入准营和建设项目报批两个重点难题,重塑内部结构和运行模式,体现出以人民为中心的核心价值、体制变革的创新智慧、办成一件事的精准突破,为全国"一枚印章管审批"模式和"放管服"改革提供了借鉴价值。未来的改革之路还需要关注线上与线下一体化、审批与服务内在统一、审批与监管良性互动。

The government of Yinchuan has established the Administrative Examination and Approval Bureauto separate administrative approval and supervision. So far two rounds of administrative approval system reform has been implemented to improve administrative approval efficiency and effectiveness.The reform focuses on the two complete administrative approval cycles of enterprise start-up and project approval, and gives the priorities to resolve the problems of enterprise business access and operation, as well as construction project approval. The reform reshapes the internal structure and operation mode, represents the people-centered core value, innovative wisdom of institutional reform, and a targeted breakthrough of accomplishing a job. It provides an effective references for country-wide adoption of the model of 'One seal for administrative approval' and the reform of streamlining administration, delegating powers, and improving regulation and services. The future reform needs to focus on an integration of online and offline, an unification of administrative approval and service, and a positive interaction of administrative approval and regulation.
