摘要
党的十八以来,全面从严治党成效卓著,政治生态得到全面净化,领导干部的作风发生了积极转变,但也出现了消极懈怠的慢作为、畏手畏脚的不敢为、花拳绣腿的假作为、能力短板的不会为。"为官不为"现象背后的原因是多方面的,加强干部的正向激励是破解当前"为官不为"问题的有效手段,要坚持精准有效与合法合规有机结合、公正用人与差异激励辩证统一、关怀信任与容错纠错密切结合。
Since the 18th national congress of the Communist Party of China(CPC),the party has achieved remarkable results with promoting the comprehensive and strict party governance,and the political ecology has been comprehensively purified.However,there are some cadres who failed to fulfill their duties with perfunctory working styles.Though the reasons behind the phenomenon are various.strengthening the positive incentive of cadres is an effective means to solve the current problem.It is necessary to adhere to the organic combination of effectiveness and legal compliance,the dialectical unity of fair employment and differentiated motivation,as well as the close combination of care and trust with fault tolerance and error correction.
