精准扶贫视角下西藏民生建设策略分析

Strategy on Poverty Alleviation in Tibet

西藏是全国唯一的省级集中连片特困地区,贫困程度深、扶贫成本大、脱贫难度大,扶贫任务重。民生问题是西藏经济社会"跨越式"发展重点聚焦的首要社会问题,是促进共同发展、构建社会和谐的核心内容。本文基于国家精准扶贫战略,切入当前西藏比较突出的民生问题深入分析,并对"十三五"时期西藏民生建设提出建设性的意见。

Tibet is the only provincial concentrated destitute areas with such difficulties as deep poverty,cost of poverty alleviation,poverty alleviation and heavy task.The people's livelihood issue is the primary social issue that focuses on the "leapfrog" development of Tibet's economy and society,and is the starting point for promoting common development and building social harmony.The paper,based on national poverty alleviation strategy,analyses Tibet prominent livelihood issues in-depth,and puts forward constructive suggestions in Tibet during the period of construction of the people's livelihood in 13th Five-Year plan.
