西藏融入“一带一路”南亚方向建设需要优化产业布局

Optimization of the Industrial Layout in the Integration of Tibet into “The Belt and Road” in South Asia

从国家"一带一路"规划("愿景与行动")到中央第六次西藏工作座谈会,再到西藏的"十三五"规划,对于西藏融入"一带一路"的战略方向和目标任务已经明确,概而言之,就是融入"一带一路"南亚方向建设。西藏经过改革开放40年尤其是"一带一路"倡议提出以来五年多的加快建设和发展,"设施联通"条件已大为改观。进入新时代,除了需要在铁路、物流等方面继续改善"设施联通"条件外,要把更多的精力放到"带路廊"或"南亚大通道"的产业布局优化上来,包括优选和加快培育、发展特色优势产业,优化特色优势产业的空间布局,从而推进与"一带一路"南亚方向建设相适应的经济圈和经济带建设,使得西藏的"带路廊"建设有着实实在在的经济内涵,为西藏社会经济长足发展和人民福利持续快速提高提供新的动能。

After 40 years of the reform and opening up in Tibet,especially during the five years since'TheBelt and Road'initiative,the conditions of'facilities connectivity'has greatly improved.In the new era,in addi-tion to continual improvement on the conditions of the'facilities connectivity'in railway,logistics and other as-pects,more focus should be put on the optimization of industrial layout of'belt,route,corridor'or'south Asiancorridor'.The layout includes choosing,cultivating,and developing featured competitive industries,and optimiz-ing the spatial distribution of the special competitive industries.
