以稳为本:西藏参与“一带一路”建设的问题挑战与路径探索

Challenges and Track Searching during Tibet's Participation in “the Belt and Road”

"一带一路"倡议将西藏纳入其中,这对于推动西藏的对外开放与经济社会发展具有重要意义。西藏也积极谋划、稳步推动,但是在西藏如何更好地参与"一带一路"建设上存在着不同意见。本文认为,理解西藏参与"一带一路"建设相关问题特别是所面临的挑战,应该将之置于当前西藏所面临的主要矛盾与特殊矛盾及其相互关系中加以认识,充分考虑特殊矛盾的制约作用,坚持稳定、稳步、稳进的原则与方针,"有所为有所不为",积极探索符合国家战略且适合西藏特点的"一带一路"建设路径。

'The Belt and Road'initiative holds that Tibet should participate in it,which will both promotethe opening-up and accelerate the economic development.Tibet also takes active steps to push it steadily.Butthere is controversy over Tibet’s participation in'the Belt and Road'.This paper claims that to understand therelative issues of Tibet’s taking part in'the Belt and Road',we should put this issue in the complex relationship between the principal contradiction and particular contradiction that Tibet facing today,and take the restrictive function of the particular contradiction into full consideration.We should insist on the guideline of stability,step by step and making progress progressively,and find the track of'the belt and road'that meets both the national strategy and Tibetan characteristics.
