克服价值观之间的张力:法国公共服务管理者及其培训学校的挑战

Overcoming the tensions between values: a challenge for French public service managers and their training schools

摘要 价值观在行政管理和公务员激励中具有重要作用这一观点虽然已得到公认,但在实践中对作为公共服务参照系的价值观的理解和运用正经历着变化,特别是对于公共管理的新要求而言更是如此。本文的分析主要集中于理解与运用法国公共服务核心价值观时不同维度间的相互影响,同时强调指出,尽管这些维度明显维持着价值参考体系,但是它们之间一直存在的张力。本文提出了在价值观管理训练中学校发挥作用的问题,基于在法国公共服务培训学校网络中接受培训的管理者、教师和监督人员的调查进行分析。 While there is universal recognition of their important role in the functioning of administrations and for the motivation of public officials,the values that serve as a reference for the public service are witnessing a change in the way they are understood and implemented in practice,particularly with regard to the new requirements of public management The analysis developed in this article centres on the interplay between various dimensions relating to the perception and use of the key values of the French civil service and highlights the tensions that prevail despite the apparent preservation of the axiological reference universe of those concerned.It raises the question of the role of schools in the training of values management,It draws on the results of a survey conducted in France by the network of civil service schools(Reseau des ecoles de service public;RESP)among managers undergoing training and their teachers and supervisory staff.
