基于“碎片化”的地方暴力恐怖事件防控体系构建

The Construction of Local Violence and Terrorist Incident Handling System Based on “Fragmentization”

目前,我国正处于社会转型期,社会矛盾不断增加,导致各类危机事件时有发生。2014年,全国发生多起恶性暴力恐怖事件,充分暴露出各地方在应对过程中普遍存在危机意识、应对主体、应对过程、法律体系"碎片化"的问题。对此,本文运用整体性治理理论,强调以政府为主导的多元治理,树立全过程治理理念,从组织架构、社会资本、电子信息网络建设、制度保障等层面构建"点—线—面"立体化的地方暴力恐怖事件防控体系,并通过反馈调节不断提升危机治理能力,从而实现治理能力的现代化。

Our country is in the period of transformation,the social complexity increases continuously and various crises incidents occur frequently.Many vicious violence and terrorism incidents took place nationwide in 2014,which fully reveals that in the process of each local places handing,there all exist the governance 'fragmentization' problem in the aspects of the crisis awareness,the governance subject,the governance process and the legal system and so on.Therefore,the research uses the integrity governance theory,builds a 'point-line-area' three-dimensional local violence and terrorism incident handing system,sets up the whole process governance idea,lays an emphasis on the diversified governance which is led by the governments,constructs systems from the aspects of the organization structure,the social capital,the electronic information networks and the system guarantee and so on,and constantly upgrades the crisis governance ability via the feedback regulation in order to realize the modernization of the governance ability.
