浅析新时期新常态下协商民主与群众路线的交融

协商民主与群众路线拥有共同的理论根源、主导核心、价值导向、目标追求、内在需求及运行平台,二者相适相通。群众路线是协商民主的前提和基础,是影响协商民主发展运行的重要因素,为推进协商民主提供了丰富的实践资源;协商民主是群众路线的制度和机制保障,为贯彻群众路线搭建了更好的平台,创新了工作途径,二者相辅相成。在新时期新常态下,通过推进协商民主的广泛多层制度化建设,优化、丰富党和政府与社会、公众的沟通途径,引导社会组织发挥作用,加强对网络舆情的掌控、研判等,促进协商民主与群众路线的交融,对于妥善解决社会矛盾,促进社会和谐发展,推动我国民主政治建设,具有重要的现实意义。

Deliberative democracy and mass line have common theoretical origin,leading core,value orientation,goal pursuit,internal demand and operating plat form,they adapt each other.The mass line is the premise and the basis of deliberative democracy,and the important factor which influences the function of deliberative democracy,which provides a wealth of practical resources for promoting deliberative democracy.Deliberative democracy is the system and mechanism guarantee of the mass line,the two complement each other.In the new era under the new normal,through promoting the extensive multi-layer system construction of deliberative democracy,optimizing and enriching the communication channels between the party and the government and the society and the public,guiding social organizations play a role and strengthen the public opinion on the network control,judgments and other initiatives,in order to promote the integration and practice of deliberative democracy and the mass line,which has the important practical significance for properly resolving social conflicts,promoting the harmonious development of society and promoting the construction of democratic politics in China.
